Actually, just simply use [+] instead of [00] although [00] is also work.
+852 - for HK
+1 - for US/Canada
+86 - for China
+81 - for Japan
+82 - for Korea
...etc.
don't know how to keyin [+] in handset ?
Sending SMS(message) is just a basic function in cellular system,
no matter it is APMS,TDMS,GSM,CDMA,WCDMA etc.

I'd try to input "00852xxxxxxxx" in the "receipients" and change the "sim", there is no. SMS received by the no. "xxxxxxxx" ?? Why ?? Did it do something wrong ??
Is this function only applies in 3G, coz I'm now using 3-DB.
