In case , Singapore is undergo GSM 900/1800/1900 network , it can be avaliable to use the 2G services ..... Becoz the Sim Lock is free now ~!

Also , MMS/GPRS/3G will depends on the settings of the phone , you may bear the risk to buy it first , then ask your service provider about the settings ......

As I know , whether Hong Kong is avaliable to use ,Singapore also does.
